Just got this title in a job description from a recruiter: "Our direct client located in Woodcliff Lake, NJ has a Right to Hire position open for a Delivery Lead Cloud."
Are they hiring a tech, or are they trying to buy a cloud service? "Cloud" seems like an odd title for a human.

Claiming that HE fixed it does, yeah. If he said "it's fixed" that would be different.
