If it helps, I once got a job six months after I had given up and moved on. They did not hire anyone in between, it took them that long to decide. I had gone on and done several other projects and just happened to be available again when they called me. Ended up working there and it was a great experience too.
So maybe they just aren't very fast. Not that that is a good sign that they are a healthy shop (the one that did that to me went out of business as they were not very good business people) but it is very possible that their decision process just is not very fast.

At the town my background check for CJIS and VCIN took over 6 months. haha.

Background checks can take a while. I've had that go on for a while. But I had offers of "pending background check" before they started that part.
