Unsolved Cannot Mark a Topic as a Question

I have updated the Q&A plugin, and even restarted the server. But neither has addressed the issue.

The issue is that the drop down that should appear with the Submit button is missing.

This has not been fixed, yet. 1.1.2 retains the issue.
