Mouse pointer periodically freeze in place

We had a user yesterday that had a similar issue with a wired optical mouse. Mouse would occasionally move extremely slowly and right click menus would take 10 seconds or so to show up. I had them try a different mouse and the problem immediately went away.
I'll see if another mouse helps tomorrow.
I'm waiting to see if it does it on the trackpad. i'll post back when I know.

Do you have a cordless phone nearby? I know several wireless mice run on 2.4 GHz and can have issues with other electronics that run on the same frequency.

Yes, but the mouse is wired. I'll be on it a bit later and will be able to pay attention enough if the track pad does it or if just mice.

Recent updates on your graphics card?

Open Task Manager and see if there are a lot of "System Interrupts" I notice my laptop will get slower than dirt when System Interrupts goes over 2 or 3 %.
You can try disabling bluetooth to see if that helps as well.
Edit: This usually indicates a bad driver somewhere, and it doesn't necessarily have to be the mouse or USB controller.

Sort everything by name in the details tab....
As long as System Interrupts is a low number, don't worry about it, but if it hovers around 3 or 4 % (or higher), turn off bluetooth and see if it drops.
