Wrong tool for the job.
Use commercial signage displays with built-in browsers and touch screens.
They are available from 10" and up. And you can properly mount them so someone doesn't put it in their bag.

That's an idea... though not sure it would fly. Many patients can't stand that long in front of a kiosk to fill our the data.

Well, I actually used one yesterday for the exact same purpose you are looking at. It was placed at a height that would work both standing and sitting and also with a wheelchair. But I've seen other applications where they would place a few at standing height and a few at sitting height.

uh, what? are you super short, like 5 ft 6 inches? I'm 5'10" and there is no single height that a tablet could be placed at that would be comfortable to use in all three positions.

Damn, that's not THAT short.

I know, but at 5'6" he might be able to comfortably use a single height tablet while standing or sitting.

No, I'm much taller than you. It wouldn't have worked with a small tablet but this was a 24" or 27" or something. It was on a pedestal so the display sits at a 45 degree angle.

Signage displays use vesa mounts so it's easy to find different mounting options. Could have something that could be angled.
I would also consider disinfection when something is used in healthcare.
