I already installed Centos7. . .
Right, but the CentOS guides are older versions of Nextcloud and I believe we are basically focusing on Fedora for the foreseeable future. Doesn't take long to delete a VM and install Fedora. It's like 10 minutes if you include the update process.

I already installed Centos7. . .
Why? CentOS 7 is old and will either require extra steps that defeat the purpose of CentOS to make work, and will still be older and less featureful. Just go directly to Fedora 28.

Installing On Fedora28 server, I'm getting hung up at this part

any idea's here?

I am using @JaredBusch 's Guide for Fedora 27:seems there is no Directory
/etc/httpd/conf.d/nextcloud
